Colombian guerrillas, firing on anything that moved, killed 42 civilians and wounded 57 in an attack on the northern mining town of Segovia, military authorities said. “It was an indiscriminate attack on the population, whatever its age or sex. . . . They were just intent on sowing blood, terror,” said Gen. Raul Rojas, commander of the Colombian army’s 14th Brigade. There were conflicting reports about the number of attackers, which military officials estimated at 90. Rojas blamed the attack on a mixed group from the pro-Moscow Revolutionary Armed Forces of Colombia and the pro-Cuban National Liberation Army.
