The Environmental Protection Agency proposed the tightening of regulations to require prior review of small-scale experimental testing of pesticides involving genetically altered microbes. EPA officials said the proposed change is intended to close a loophole in agency rules affecting experimental testing in which a pesticide is applied over small areas. Current regulations require prior EPA review of testing in which a new pesticide is applied to more than 10 acres of land or to one acre of water.
