Vicki Merrill has been named to the new position of chief operating officer at Pacific Review Services, a subsidiary of Cypress-based PacifiCare Health Systems. She was also appointed vice president, succeeding Carmen Ness, who was named vice president of managed care development. Merrill joined the company in 1987 as director of operations.
