About 8,000 anti-NATO demonstrators battled riot police in Hamburg, West Germany. The outburst came only hours after Chancellor Helmut Kohl warned in a Hamburg speech that opposition to the North Atlantic Treaty Organization could grow in Western Europe unless Washington rethinks its plans for greater cost-sharing among members. Several people were injured during the clash, and at least two demonstrators were arrested, police said. More than 400,000 allied soldiers are stationed in West Germany, and Kohl said his government will continue to fulfill its NATO obligations. But he added, “We should also not overtax one another. . . .”
