Hopes for a negotiated settlement of the Afghan war rose today when rebel leaders set out for talks with a Soviet delegation in Saudi Arabia.

The talks begin Saturday in the Saudi mountain resort of Taif. The Soviet team will be led by Yuli Vorontsov, the Soviet ambassador in Kabul.

The current rebel alliance leader, Burhanuddin Rabbani, left Islamabad at the head of a three-man delegation for Karachi today on his way to Saudi Arabia.

“There is no specific agenda. It depends on the Soviets,” a spokesman for Rabbani’s Jamiat-i-Islami Party said.

Soviet authorities have suspended their troop withdrawal from Afghanistan, complaining that Pakistan is violating a pullout accord by continuing to supply arms to the rebels.
