Since the Soviet Union has recognized a nonexistent, landless state (Palestine) that declared its “independent existence” (Part I, Nov. 19), shouldn’t the U.S. and others recognize the existent, landed state (Estonia) that declared its “sovereignty” (Part I, Nov. 17) too?
