The British flag was raised in Tehran for the first time in eight years as Britain reopened the embassy it closed during the upheaval brought about by Iran’s Islamic revolution. The Iranian news agency, monitored in Cyprus, quoted British Charge d’Affaires Gordon Pirie as saying that the two countries would exchange ambassadors next year. The warming of ties is expected to improve chances for the release of three British hostages believed held by pro-Iranian Muslims in Lebanon. They include Terry Waite, a Church of England envoy held nearly two years.
