President Roh Tae Woo replaced nearly all the ministers in South Korea’s 23-member Cabinet, in keeping with his pledge for political reform in the wake of abuses under former President Chun Doo Hwan. Roh named as his new prime minister Kang Young Hoon, a U.S.-educated lawmaker in the governing Democratic Justice Party, replacing Lee Hyun Jae. Cho Soon, a U.S.-educated economist, was made deputy prime minister and economic planning minister to replace Rha Woong Bae. Choi Ho Joong, ambassador to Saudi Arabia, was named foreign minister, succeeding Choi Kwang Soo, and former Gen. Lee Sang Hoon replaced Oh Ja Bok as defense minister.
