Tom H. Barrett, 58, has been appointed to succeed Robert E. Mercer as chief executive of Goodyear Tire & Rubber Co., Akron, Ohio. Mercer will continue as chairman until he reaches the company’s mandatory retirement age of 65 for elected officers next March. Barrett will continue as president.
