Atty. Gen. Dick Thornburgh, responding to complaints that the United States is denying refugee status to thousands of Soviet Armenians and Jews, said he will grant immigration “paroles” to an additional 2,000 Soviets a month. Thornburgh also said the Administration is planning to create a special immigrant class for Soviets “who face special circumstances.” However, Karl Zukerman, an official of the Hebrew Immigrant Aid Society in New York, criticized Thornburgh’s actions as inadequate. Unlike those granted refugee status, parolees must pay their own way to the United States, are denied federal benefits and are ineligible for permanent residence.
