Making Helmets Mandatory

With reference to the controversy over mandatory helmets for motorcyclists, wouldn’t it make sense to give the riders the choice:

1. Wear helmets, or

2. Buy a $10,000 accident insurance policy?

The rationale behind this proposal is that paramedics and hospitals cannot deny treatment to critically injured persons even though they may be insolvent and their injuries may be due to their own recklessness. Government, therefore, has the right to require riders either to wear helmets or to carry adequate insurance against injuries. Perhaps a $20,000 policy should be required. The size of the policy is negotiable, but not the requirement.
