A British relief worker for the United Nations was detained during a clash between Israeli police and Palestinians at a refugee camp near Jerusalem, witnesses said. A U.N. spokeswoman said Tony Charters, 39, a refugee affairs officer since April, was held by the Israelis in circumstances that were not immediately clear. “He was arrested while carrying out his duty,” she said. Palestinian witnesses said Charters was beaten, picked up and tossed into a police van at Shuafat camp. He was later released. An Israeli police spokesman could not be reached immediately for comment.
