Paul G. Guenther, 48, was promoted to president of Paine Webber Inc., the broker-dealer subsidiary of Paine Webber Group. He had been the unit’s executive vice president and chief administrative officer. The position had been vacant since March, when Donald E. Nickelson was named president of the parent company in New York.
