The state-controlled Cuban television network, in a possible response to President-elect George Bush, broadcast speeches made by American Secretary of State George Shultz and South African Foreign Minister Pik Botha at the United Nations. Longtime foreign residents in Havana said Monday that they recalled no previous similar treatment of speeches by U. S. or South African government officials. The two U.N. speeches, made at a ceremony for the signing of Southern Africa peace accords on Thursday night, were shown in their entirety in Cuba on Sunday night. A Cuban announcer said he hoped viewers would not mind hearing the speeches, which were shown without alterations.
