The Arab League said the United States risks “serious repercussions” in its relations with the Arab world if it attacks Libya. “The council considers the American threats as a factor of tension itself threatening the international climate of detente and peace that Arab states are trying to support and consolidate,” the resolution said. It was unanimously adopted at a special council session called by Libya and held in Tunis, the group’s headquarters. Arab League Secretary General Chedli Klibi, in opening the session, accused Washington of violating international law with its threat. President Reagan last week said Washington has discussed the possibility of taking military action to destroy a Libyan factory it says can produce chemical weapons.
