Yields on two-year Treasury notes rose at auction to 9.23%, the highest level since the spring of 1985, when the rate was 9.81%. At the previous auction on Nov. 22, the average yield was 8.88%. The notes will carry a coupon rate of 9.125%, with each $10,000 in face value selling for $9,981.30. A total of $9.03 billion in notes were sold out of bids totaling $24.2 billion.
