The Soviet Union will allow foreign observers and journalists to watch the withdrawal of troops from Eastern Europe, a Soviet official said. Soviet President Mikhail S. Gorbachev announced at the United Nations on Dec. 7 that the Soviet Union will unilaterally reduce its overall troop strength by 500,000. Vladimir Kuklev, a spokesman for the Soviet general staff, made the disclosure that foreigners will be allowed to watch the withdrawal in an interview with the army newspaper Red Star.
