Mary Ellen Ledbetter, co-owner of DME Trucking in Ventura, was installed as director of Region 12 of the National Assn. of Women in Construction. She will be responsible for the region’s 20 chapters in Southern California, Hawaii and Southern Nevada.

Terry D. Hess has been named chairman and chief executive officer of Encino-based Glenfed Development Corp. The company is a development subsidiary of Glendale Federal Savings and Loan. Hess will oversee the company’s direct development and joint venture projects.

Stephen H. Fitzpatrick has expanded his regional responsibilities from being president of Covington Homes’ Orange County area to becoming president of its entire Southern California building operations. He will direct all the company’s land acquisition, planning, marketing, finance and construction in the Southland.

Pardee Construction Co. has promoted Nancy B. Smith to vice president of sales processing. She will be working out of the firm’s main office in Los Angeles, where she will coordinate residential home sales in Los Angeles, San Diego and Ventura counties and in Las Vegas.

The position of executive vice president and chief financial officer at Westfield Inc. has been filled by David L. Swartz, a new member of the Los Angeles firm.

Merrill Lynch has announced the appointment of Roger Ewing to its North Los Angeles division. He will supervise the company’s 17 branches located in Santa Barbara and Ventura counties, plus San Fernando, Santa Clarita and San Gabriel valleys.
