U.N. Secretary General Javier Perez de Cuellar bowed to budget concerns and recommended that the peacekeeping force for Namibia be only 4,650 troops instead of the 7,500 wanted by African states. Perez de Cuellar said that it will cost $416 million to deploy the peacekeepers with about 800 election supervisors plus administrators and police. The cost for 7,500 troops would have been $700 million, U.N. officials said. The United States and other permanent members of the Security Council objected to the higher amount.
