The head of the IRA’s legal political wing urged gunmen who have killed 23 civilians in botched attacks to be more careful. Sinn Fein President Gerry Adams, in a strong plea to the outlawed Irish Republican Army guerrillas, said: “You have a massive responsibility. At times, the fate of this struggle is in your hands.” His speech to the Sinn Fein annual congress followed publication of an interview with an IRA spokesman who conceded that the attacks that left 23 civilians dead since November, 1987, had severely dented IRA support in its struggle to end British rule in Northern Ireland.
