Alfonsin Cancels Trip to Caracas Ceremony

BUENOS AIRES —
Argentine President Raul Alfonsin will not attend the inauguration Thursday of Venezuelan President-elect Carlos Andres Perez because he wants to deal personally with matters related to last week’s attack on an Argentine army barracks, a spokesman said.
The spokesman added Monday night that Foreign Minister Dante Caputo will head Argentina’s delegation to Caracas.
