El Salvador’s army will reopen an investigation into the massacre last year of 10 peasants, this time with a panel that will not include the commander of the brigade accused of the killings, officials said. Col. Emilio Chavez Caceres, commander of the 5th Army brigade in San Vicente province, played a key role in the initial investigation that absolved his soldiers of responsibility in the killings. On Sept. 21, soldiers rounded up the residents of the hamlet of San Francisco, east of the capital of San Salvador, and accused them of collaborating with rebels. Seven men and three women were marched away, and shots were heard in the distance, according to witnesses.
