Stuart D. Root has resigned as executive director of the Federal Savings and Loan Insurance Corp. to return to the private sector. The resignation, submitted in a Jan. 30 letter to M. Danny Wall, chairman of the Federal Home Loan Bank Board, is effective Feb. 10. Root, a lawyer, has been the head of FSLIC since fall 1987. Mary A. Creedon, principal deputy director for operations of FSLIC, was named acting executive director, effective Feb. 10. FSLIC is the insurance arm of the bank board and insures more than 3,000 savings and loans nationwide. Before joining FSLIC he was a member of the New York law firm of Cadwalader, Wickersham & Taft.
