The Justice Department said it will not join in a suit accusing Lockheed Corp. of billing the government for time in which employees played computer games, knitted, partied and ran their own businesses while awaiting security clearances to work on classified projects in Sunnyvale, Calif. The suit was filed under the False Claims Act on Jan. 8, 1988, in federal court in San Jose by two “whistle-blowers,” Margaret Newsham, a former software configuration manager for Lockheed, and Martin Overbeekbloem, a company technician.
