An unknown culprit is planting a tenacious weed that strangles native flora in the 12,000-acre Marin Headslands. “This man is a danger to every park in the (San Francisco) Bay Area,” said Tom Ness, a volunteer at the national recreation area. Ness has spent most of his spare time since May spying on the weed vandal. The culprit has spent most of his time planting South African capeweed. Ness said he has hidden in bushes and taken more than 100 photographs of the man during stakeouts.
