Nation : Bush to Budget Extra $250 Million in Bid to Be ‘Education President’

President Bush will put an additional $250 million or so for education programs into the budget proposal he submits to Congress on Thursday as a down-payment on his pledge to be the “education President,” congressional and Administration sources said today.

The money would go for a broadening of the Head Start program and perhaps a few other initiatives Bush promised to pursue during his presidential campaign last year, said the sources, who spoke only on condition of anonymity.

But much of Bush’s emphasis on education--at least for the 1990 fiscal year--will be rhetorical rather than financial, the sources conceded. “The money just isn’t there,” said one Republican congressional leadership aide. “Much of what he wants to do will not involve federal funds.”
