NATO members are urging the United States to launch a comprehensive arms control initiative or risk allowing Soviet President Mikhail S. Gorbachev to take charge of the East-West agenda, a senior U.S. official said. The official briefed reporters aboard the plane as Secretary of State James A. Baker III moved into the final phase of his tour of North Atlantic Treaty Organization capitals. Baker is to fly home Friday. The official said Gorbachev is getting credit from the West European public for arms reduction and human rights advances that were pressed on him by the United States.
