WORLD : Red Cross Reopens in S. Lebanon

SIDON, Lebanon — The International Committee of the Red Cross reopened its offices today in south Lebanon after a two-month closure following the kidnaping of Swiss delegate Peter Winkler.
Red Cross deputy delegate Mohammed Bizri said two Swiss delegates identified as Daniel Philippin and Christophe Girod restarted operations in the southern port cities of Sidon and Tyre. Winkler, 32, was freed a month after his abduction.
