Floor Action:

Gang Violence: Granted final legislative approval on a 51-0 vote to a resolution (SCR 14) by Sen. Wadie P. Deddeh (D-Bonita) to extend the life of the Joint Committee on Organized Crime and Gang Violence until Jan. 31, 1991. The 20-member panel is charged with preparing a report containing problem-solving recommendations for the Legislature.

Bill Introductions:

Banana Clips: AB 699 by Assemblyman Terry B. Friedman (D-Los Angeles) would make it a felony to possess or sell a detachable firearm magazine that holds more than five rounds of ammunition, including the kind of “banana clips” used in assault rifles.

Telephone Calls: AB 689 by Assemblywoman Gwen Moore (D-Los Angeles) would require state regulation of telephone calls made from hotel and motel rooms in a move aimed at curbing some current inflated service charges.

Gang Violence: AB 667 by Assemblyman Willard H. Murray Jr. (D-Paramount) would require courses in gang violence and drug and alcohol prevention to be taught in public school grades K-12.

Veterans’ Home: AB 672 and AB 673 by Assemblyman Steve Clute (D-Riverside) would appropriate an unspecified amount of state money for construction of a veterans’ home in Southern California or ask the voters to approve a bond issue for the same purpose.

Hahn Park: AB 716 by Assemblywoman Gwen Moore (D-Los Angeles) would appropriate $3 million for acquisition of land to expand the Kenneth Hahn State Recreation Area in Baldwin Hills.

Senate

Floor Action:

Offshore Drilling: Passed and sent to the Assembly on a 27-3 vote a resolution (SJR 6) by Sen. Milton Marks (D-San Francisco) requesting that the federal government not lease Central California offshore lands for oil drilling.

Black History Month: Passed and sent to the Assembly on a 25-0 vote a resolution (SCR 21) by Sen. Diane Watson (D-Los Angeles) proclaiming February to be Black History Month.

Bill Introductions:

Spending Limit: SCA 12 by Sen. Alfred E. Alquist (D-San Jose) would repeal the state spending limit established by voter approval of Proposition 4 in 1979, if the voters agree with the idea.

Jury Fees: SB 501 by Sen. Larry Stirling (R-San Diego) would increase from $5 to $10 the daily jury duty fee paid to jurors.

Marijuana: SB 508 by Sen. Ed Davis (R-Valencia) would impose an additional prison term of 3 years for possession of marijuana for sale if more than 25 pounds is involved and tack on an additional 10 years if the amount exceeded 100 pounds.

Charitable Fund-Raisers: SB 502 by Sen. Bill Lockyer (D-Hayward) would require all commercial fund-raisers for charitable purposes to register with the attorney general before soliciting any contributions.
