Pacific Gas & Electric Co. will sink $2.2 billion into PG&E; Enterprises in a major push into its non-utility and real estate businesses, the company said. During 1989, non-utility investments will account for 20% of PG&E;’s total capital spending budget of $1.8 billion. One of the investments is the joint venture with Bechtel Power Co. to build and operate non-utility electric generating plants, including an $80-million factory in Montana that will burn coal waste.
