James T. Mummert has been appointed senior vice president and chief financial officer of Western Financial Savings Bank. He succeeds Robert S. Waligore, who was named senior vice president and treasurer. Mummert had been the bank’s controller since 1985. Before that, he was with the accounting firm of Ernst & Whinney. Western Financial is the principal subsidiary of Westcorp Inc., based in Orange.
