NATION : Sullivan Sworn as Health Secretary

WASHINGTON —
President Bush installed Louis W. Sullivan as secretary of health and human services today, describing his only black Cabinet member as “a man of energy, enthusiasm and intellect” with a “sense of mission.”
Bush, accompanied by his wife, Barbara, led a swearing-in ceremony at the department that began with the Sullivans’ youngest son, Halsted, a senior at the University of Virginia, singing “The Star-Spangled Banner.”
