President Bush installed Louis W. Sullivan as secretary of health and human services on Friday, describing his only black Cabinet member as “a man of energy, enthusiasm and intellect” with a “sense of mission.”

Bush, accompanied by his wife, Barbara, led a swearing-in ceremony that began with Sullivan’s son, Halsted, a University of Virginia senior, singing “The Star-Spangled Banner.”

“The swearing-in of Dr. Louis Sullivan is a proud day for all involved,” Bush told a large crowd that included officials from Atlanta’s Morehouse College School of Medicine, which Sullivan headed before taking over the government’s largest agency.

“What sets Lou Sullivan apart is that something extra he brings to his work--a sense of mission,” Bush said. “He is a man of energy, enthusiasm and intellect.”
