A measure that would outlaw posting uniformed guards at polling places was approved by the state Senate Elections Committee. The bill by Sen. Milton Marks (D-San Francisco) was the first legislation drafted in reaction to the Republican Party’s hiring of 20 private guards to monitor Latino voters in Santa Ana last Nov. 8. GOP officials said the guards were hired after rumors that non-citizens would be bused in to vote illegally for Democratic Assembly candidate Christian (Rick) Thierbach. Republican Curt Pringle won the election by fewer than 900 votes.
