Eagleburger Wins Quick Approval in Senate Voice Vote

The Senate gave quick approval by voice vote Friday to Lawrence S. Eagleburger as deputy secretary of state, the State Department’s No. 2 position.

The Senate Foreign Relations Committee had approved the nomination Thursday after sharp questioning from Sen. Jesse Helms (R-N.C.) about Eagleburger’s business relations with former Secretary of State Henry A. Kissinger.

Eagleburger received numerous plaudits for his years at the State Department, including service as ambassador to Yugoslavia and undersecretary of state for political affairs, which is the department’s No. 3 post.

Eagleburger stressed to the committee that he had never lobbied the U.S. government on behalf of any of the clients of Kissinger’s firm, and that he had strictly abided by the law.

He agreed to disqualify himself from all matters involving clients who had contact with the firm over the last two years, one of several steps he agreed to take that went beyond the demands of the Ethics in Government Act.
