The Indian government plans to charge at least four people with conspiring to assassinate Prime Minister Indira Gandhi but has cleared her top aide of involvement, the Press Trust of India said. The domestic news agency quoted “highly placed official sources” as saying at least two of the alleged conspirators are in custody and that authorities will probably start proceedings against two others. It was the first official indication that others may be linked to Gandhi’s Oct. 31, 1984, assassination by two Sikh security guards. A recent newspaper report had questioned the possible involvement of R. K. Dhawan, Indira Gandhi’s top aide and now a senior adviser to her son, Prime Minister Rajiv Gandhi.
