ABC Entertainment President Brandon Stoddard may not have stepped down with his network on top in the prime-time ratings, but he did have the satisfaction Tuesday of having the top-rated show on TV for the second week in a row. “Roseanne,” boosted by its move from Wednesdays to Tuesdays, was seen in about 23.6 million homes, according to figures from the A.C. Nielsen Co. Nevertheless, NBC handily won the network race, with ABC second and CBS third. The full list of ratings is on Page 14.

* Judy Garland’s annual trip over the rainbow proved as appealing as ever Sunday night. The classic 1939 film was seen in about 16.7 million homes, winning its time period on CBS and ranking as the 14th most-watched program of the week.
