The Orange County chapter of Women in Commercial Real Estate has installed Frecia Ransom as its 1989 president. The national network has grown to 11 chapters and more than 1,200 members within its first year of organization. Ransom is an investment properties specialist with Grubb & Ellis’ Newport Beach commercial brokerage office.

ACCOLADES: The recipient of the Johnny Grant Distinguished Community Service Award given by the San Fernando Valley branch of the Arthritis Foundation is Mike Glickman of Mike Glickman Realty Inc., with offices in the San Fernando Valley and the Westside.

Property Managers

John Seal, executive director of the Apartment Assn., California Southern Cities, has moved into the president’s position of the Executives’ Council for the association, which represents about 25,000 owners of rental housing property.

The Greater Los Angeles chapter of the Institute of Real Estate Management (third largest in the nation) has elected David G. Garber 1989 president. Garber is vice president/director of property management at Lincoln Property Co. in Westlake Village.

The Building Owners & Managers Assn., Orange County chapter, has announced that Stan Taeger has been named 1989 president of the 350-member business real estate organization. Taeger is director of office property management at South Coast Plaza.

Andrew M. Johnson has joined Los Angeles-based Spencer-Scott Real Estate Group as a senior leasing agent. His specialty is in downtown commercial leasing as both a tenant and landlord representative.

Lenders

Thomas A. Kennedy has stepped into the position of president at United Financial Funding in Brentwood, the home mortgage broker/lender affiliate company of Fred Sands Realtors. Kennedy recently was executive vice president and chief operating officer for ITT Mortgage Corp.

Investment Property Consultants Inc. has brought on board Benjamin A. Leeds as its vice president of real estate investments. He specializes in apartment building sales, land development and tax-deferred exchanges.

Civil Engineers

Lyle F. Gabrielson, president and chief financial officer of Rick Engineering Co. of San Diego, has been selected a member of Lambda Alpha International, an honorary professional land economics organization.

The Keith Cos., a multidisciplinary civil engineering firm, has named David Gottlieb as project manager of its Costa Mesa office. He will be responsible for infrastructure analysis, overall management of major engineering projects and interacting with local governments.

ACCOLADES: Energy Engineer of the Year has been awarded to Gregory L. Aden, of Cushman & Wakefield in Los Angeles, by the Southern California chapter of the Energy Engineers Assn. He achieved the honor for his work in implementing numerous energy conservation programs on major buildings.

Developers

Larry H. Harmsen has been named a partner at Lincoln Property Co. in Irvine. The firm focuses on industrial, multifamily residential and retail properties. Harmsen has been with Lincoln Property Co. since 1985.

Davidson Communities of San Diego has appointed Stephen W. Tate executive vice president and chief operating officer. Tate will handle all land acquisition, entitlements and the overall management of the business. The company also has announced the addition of Eva Hager to its staff as vice president of sales and marketing.

Bob Johnson, previously Cayman Development Co.’s senior vice president, has moved to the position of executive vice president. Johnson will continue to oversee purchasing, construction and customer service departments as well as the company’s liaison with city government and public works officials.

Richard D. Smith has joined Long Beach-based IDM Development Corp. as vice president of development. He will focus on Southern California, with specific emphasis on the Long Beach area. IDM negotiates, develops and manages its many properties.

Century American, based in Orange, has named two new staff members: Joseph C. Ruiz as its chief financial officer to cover the public accounting arena, and Donald T. Stahlin as its project manager to oversee Vintage Valley Estates in the residential community Etiwanda North, in San Bernardino County.

William R. Cardon, president of Kaufman & Broad of San Diego, has been appointed to the board of directors of the San Diego County Building Industry Assn., which is a nonprofit trade organization representing all facets of the industry.

Douglas F. Bauer has been selected by the William Lyon Co. as a special assistant to Gen. William Lyon, chairman and chief executive officer of the Newport Beach home builder and land investment firm.

Continental Communities, the Woodland Hills-based developer of luxury residential housing, commercial/industrial properties and business parks, has named Ilyse Klavir as its chief financial officer. Klavir will direct all financial activities for the firm and its subsidiaries, including Gluck Building Co.

Elliott Corp., a general contracting company in Newport Beach, has elevated Gary Monroe to director of operations. His duties will include overseeing the company’s project management staff as well as the estimating department.

William Steven Seemann has taken on the position of director of construction for J. M. Peters Co.’s Los Angeles/Ventura County division. He will manage its construction projects within the area as well as direct its purchasing and field operations. The divisional office is in Westlake Village.

Steve Cauffman has become director of marketing for the Manning Co., a Newport Beach-based residential and commercial builder specializing in single-family detached move-up home development in the Inland Empire.

Kevin Feinbloom has been named director of marketing for Woodland Hills-based Saunders Development Corp. Feinbloom’s attention will be directed toward interacting with the community and assisting with marketing the firm’s properties.

Edward Zinke has entered DeVere Anderson Enterprises in Encino as director of marketing. He will handle marketing and sales of all its developments throughout Southern California, including Butterfield Ranch in Chino Hills.

Dina Yocum has been promoted from escrow coordinator to director of consumer services at Bramalea California, Costa Mesa. Her duties will include managing the mortgage division and the design center for Bramalea, plus the escrow department.

ACCOLADES: Peter M. Ochs, chairman and chief operating officer of the Fieldstone Co., has been named Man of the Year by the Cypress College Foundation, which serves seven communities: Anaheim, Buena Park, Cypress, Garden Grove, La Palma, Los Alamitos and Stanton.

Three outstanding leaders in the commercial real estate industry were honored by the Business Property Council: Daniel P. Garcia, former president of the Los Angeles City Planning Commission, partner in the law firm of Munger, Tolles & Olson; Ronald N. Tutor, president of Tutor-Saliba Corp.; and Richard S. Zinman, managing partner of Pacific Financial Group.

Richard Zinman has been honored by Temple Beth Am and the University of Judaism with the Award of Merit. Zinman is founder and managing partner of Pacific Financial Group, a real estate investment and development firm in Beverly Hills.

J.A. Shafran and Matthew C. Fragner have joined the Los Angeles office of Mayer, Brown & Platt as partners in the real estate practice. The firm’s expertise includes acquisitions, sales, syndications, development, property leasing, zoning and property taxes.

Urban Planners

Steven H. Dukett has been appointed by Mayor Evlyn Wilcox of San Bernardino to executive director of the Redevelopment Agency, and Brad L. Kilger has become director of planning for the city and will serve as the primary authority on all city planning activities.
