Appointed Orange County Supervisor Gaddi H. Vasquez to the California Council on Criminal Justice. A Republican, Vasquez, 34, replaces Gerald D. Diefenderfer, who resigned.

Appointed Raymond Lopez of Long Beach, a former security agent for the Los Angeles district attorney’s office, to the Narcotics Addict Evaluation Authority. A Republican, Lopez, 64, replaces the late Kenneth F. Smith. The job pays $30,141 annually.

Assembly Floor Action: Prayer: Passed and sent to the Senate on a 57-0 vote a resolution (ACR 62) by Assemblyman Tim Leslie (R-Carmichael) to recognize the first Thursday of May each year as the National Day of Prayer.

Committee Action: Helmets: The Ways and Means Committee approved a bill (AB 8) by Assemblyman Richard E. Floyd (D-Carson) to require all motorcycle drivers and their passengers, regardless of age, to wear helmets on public streets and highways. A 12-4 vote sent the bill to the Assembly floor. The governor vetoed an identical bill last year.

Drugs: The Public Safety Committee approved a bill (AB 19) by Assemblywoman Sunny Mojonnier (R-Encinitas) to place the sale to minors of methamphetamines in the same felony category as the sale of cocaine, heroin and phencyclidine (PCP). It would eliminate plea bargaining and require an additional five-year sentence for previous convictions. A 6-0 vote sent the bill to the Ways and Means Committee for more screening.

Bill Limit: An Assembly Rules subcommittee approved two resolutions (ACR 1) by Assemblyman Tom Hayden (D-Santa Monica) and (ACR 2) by Assemblyman Stan Statham (R-Oak Run) to limit members of the Assembly to the introduction of 45 bills per session and members of the Senate to 70 bills per session, although certain exceptions would be allowed. A pair of 2-0 votes sent the measures to the full committee for more screening.

Senate Committee Action: Campaign Commercials: The Elections Committee approved a bill (SB 545) by Sen. Daniel E. Boatwright (D-Concord) to require television political campaign commercials to conclude with a prominently placed, easy-to-read screen notice, plus an audio voice-over, identifying the commercial sponsor. A 5-0 vote sent the bill to the Senate floor.

Miscellany Veteran Lobbyist Honored: Gladys Sargent, an 89-year-old lobbyist, was presented with a resolution by Assembly Speaker Willie Brown (D-San Francisco) commending her for 40 years of lobbying for Pets and Pals, a group dedicated to the protection of animal rights. Sargent has to use a walker to get around the Capitol, but she told the Assembly she has no plans to retire.

FPPC Appointment: Democratic State Controller Gray Davis appointed Los Angeles attorney Francisco Javier Aparicio to the Fair Political Practices Commission, the state’s watchdog agency over political campaign contributions. A Republican, Aparicio, 29, is the first Latino to be appointed to the FPPC. He replaces Michael Montgomery, whose term expired.
