Will attend a reception for the Los Angeles consular corps on Tuesday evening, and will attend an international symposium on the Armenian genocide at Cal State Sacramento on Thursday.
Assembly Floor Action: Raffles: Passed and sent to the Senate on a 53-1 vote a bill (AB 555) by Assemblywoman Jackie Speier (D-South San Francisco) that would allow local governments to permit charitable organizations to hold fund-raising raffles if the voters agree with such a move.
Plastic Guns: Passed and sent to the Senate on a 59-0 vote a bill (AB 310) by Assemblyman Mike Roos (D-Los Angeles) that would bring the state law restricting plastic guns into conformance with a newly passed federal law.
Committee Action: Gaming Commission: The Governmental Organization Committee approved a bill (AB 235) by Assemblyman Richard E. Floyd (D-Carson) that would establish a state gaming commission with jurisdiction over the lottery, horse racing and card clubs. The commission would be made up of five gubernatorial appointees who would be paid $85,000 each annually--the same as Superior Court judges. They also would be subject to Senate confirmation. An 11-2 vote sent the bill to the Ways and Means Committee.
Senate Floor Action: License Plates: Passed and sent to the Assembly on a 28-2 vote a bill (SB 135) by Sen. Bill Lockyer (D-Hayward) authorizing the state to issue special automobile license plates with a Bill of Rights bicentennial insignia.
Miscellany New Press Secretary: State Treasurer Tom Hayes has appointed Donna Lucas as director of public affairs for his office. Lucas, 29, previously served as deputy press secretary to Gov. George Deukmejian. She also was press secretary for George Bush’s California campaign last fall. Her new job pays about $56,000 a year.
