White House and Congress Recess Budget Sessions
White House and congressional budget talks recessed Friday, missing their informal deadline for action, but House Majority Leader Thomas S. Foley (D-Wash.) said the group was in “the proximity of an agreement.”
The group, which includes Treasury Secretary Nicholas F. Brady, White House Budget Director Richard G. Darman and the top members of the House and Senate Budget committees, had been pushing to finish by Friday because of Congress’ legislative timetable.
Under the Gramm-Rudman law, Congress is supposed to finish a fiscal 1990 budget resolution by April 15. House Budget Committee Chairman Leon E. Panetta (D-Monterey) had said he needed to finish the bargaining with the White House by Friday so his committee could complete a formal resolution next week.
The congressional and White House negotiators planned to reconvene Monday, and a meeting with President Bush was scheduled for Tuesday.
