More than a foot of snow blanketed the North Carolina mountains while authorities in North Dakota rushed to complete a series of dikes to protect Fargo from the rising Red River. Snow also hit much of the northern and central high plains and was reported in Maine, New Hampshire and the Rockies. Rain was scattered across much of the Midwest and southeastern states. Flood warnings were reported in Baton Rouge, La., and throughout the rest of the South. Flooding also threatened in New England, across North Dakota and Minnesota and in Indiana, Illinois and Ohio.
