North Korea, protesting South Korea’s arrest of dissident Rev. Moon Ik Hwan, postponed bilateral talks until July, Seoul announced. Today’s scheduled talks, on fielding a joint team at the 1990 Asian Games in Beijing, should be delayed to July 18, and a planned meeting April 26 to arrange talks between the two prime ministers should be held July 12, North Korea said in two letters delivered to the border village of Panmunjom. The letters appear to threaten progress between the Communist north and non-Communist south on easing their rivalry. Moon was arrested last week on charges of making an illegal visit to North Korea.
