Disaster Declared in Texas

WASHINGTON —
President Bush on Tuesday declared a federal disaster in six counties in West Texas, where thunderstorms and flooding destroyed property in late March. Bush’s declaration frees federal funds for such assistance as temporary housing and grants and low-interest loans for individuals and businesses.
