Six Arab officials gave their final approval to a proposal to send Arab cease-fire observers to Lebanon, but it was not clear whether Syria or the Lebanese would accept them. Kuwaiti Foreign Minister Sheik Sabah al Ahmed al Sabah, chairman of the Arab League mediation committee, told reporters in Tunisia that representatives of the other 15 Arab members will study the plan. It calls for a truce, the reopening of blockaded Lebanese ports and a force of 200 to 300 Arab observers to monitor the truce.
