Soviet, Cuban and Angolan negotiators met in Cape Town with South African President Pieter W. Botha to discuss implementation of an agreement on independence for Namibia. It was the first time in more than 30 years that a South African leader had met officially with representatives of any of the three countries. South African officials said the brief meeting dealt with the agreement, which links the withdrawal of Cuban troops from Angola to independence for Namibia, which has been ruled by South Africa.
