Housing Project Bids Evaluated

The Los Angeles City Housing Authority has begun evaluating bids from private developers for rebuilding the Normont Terrace housing project in Harbor City, an agency official said.

Joseph Gelletich, the agency’s director of housing development, said four proposals have been submitted for rebuilding the 400-unit, low-income complex located on 37.6 acres near Pacific Coast Highway and Vermont Avenue.

Under guidelines released by the housing agency four months ago, the developer must rebuild all 400 units but will be allowed to acquire some of the property for private development, which could consist of private housing or commercial businesses.

Developers were required to help locate housing within the same neighborhood for displaced tenants. Gelletich said the tenants will be moved back into Normont Terrace after the project is completed.

In the next two weeks, Gelletich said, he expects to review the plans with a panel composed of representatives from the housing authority, the Community Redevelopment Agency and residents of Normont Terrace. Three plans will be referred to the Housing Authority Commission, which will select the winning bid. Gelletich said he hopes construction will begin by the end of the year.
