The Communist Party in the Soviet republic of Estonia removed 22 party leaders in a sweep that gives greater strength to reformers, officials said. The 22 dropped from the party’s Central Committee included former party chief Karl G. Valno, an Estonian Foreign Ministry spokesman said. Estonian People’s Front leader Marju Lauristen accused some of the retiring members of involvement in the exile of tens of thousands of Estonians in the 1940s and 1950s, an Estonian reporter said.
