Virginia rivers flooded part of downtown Richmond in the aftermath of weekend storms that killed at least 23 people throughout the South. Officials said they did not expect the water to reach low-lying areas of the city’s business district. Damage estimates from the storms rose into the tens of millions of dollars, and seven people were confirmed dead from floods or storms in Texas, five in Virginia, five in North Carolina, three in Louisiana, two in South Carolina and one in Oklahoma. More than 100 people were injured. In North Carolina, Gov. Jim Martin said he had requested federal disaster aid.
