The U.S. 1st Circuit Court of Appeals in Boston upheld a permanent injunction nationwide against federal rules banning abortion counseling by family planning clinics, ruling them unconstitutional. The regulations, passed under the Ronald Reagan Administration, sought to eliminate federal funding to family planning groups that counseled pregnant women about abortions. In affirming the March, 1988, injunction by U.S. District Judge Walter Skinner, the appellate court said a prohibition on abortion counseling or referral “imposes constraints upon a woman’s freedom to make reproductive decisions.” The court also cited guarantees of free speech.
